Announcement - Ashley County Shoppers' Guide

This is an announcement I found in the Ashley County Shoppers' Guide, ( AR ) it reads:

"ANNOUNCEMENT: The city of Crossett tests the weather warning system at 12 p.m. every Wednesday (weather permitting)."

    This reminds me of all those emergency warning system messages we get on TV telling us in the case of a real emergency we would be given instructions.

    What the hell happened to that on 9/11? If that wasn't an emergency - especially here in DC or in NYC, what would be????
